The papers of Frederick Cecil Horner, transportation engineer, were given to the Library of Congress by his daughters, Elizabeth H. James and Lucy H. Reiche, in 1986.

The papers of Frederick Cecil Horner were arranged and described in 1992 by Margaret H. McAleer with the assistance of John Monagle. The finding aid was revised in 2003 by Margaret H. McAleer with the assistance of Michael W. Giese.
