Scope and Content Note
The papers of Joseph Smith Fowler (1820-1902) span the years 1863-1903 and consist of correspondence, biographical material, a memorandum book, writings, printed matter, and other material relating mainly to autobiographical reflections on his political activity as a Unionist and as comptroller of Tennessee under Andrew Johnson during the Civil War and his service from 1866 to 1871 as United States senator from Tennessee. Included are observations on Reconstruction and opposition to the impeachment of President Andrew Johnson.
