Organizational mailings, news clippings, flyers, programs, posters, notices, correspondence, memoranda, notes, statements, speeches, reports, petitions, legislation, lists, and newsletters principally relating to causes other than the environmental movement. Topics include civil rights, consumer protection, health care, housing, military spending, population planning, poverty, urban affairs, Vietnam War, and women’s rights, among other issues. A folder at the beginning of the subseries contains correspondence, memoranda, and notes by Hoppen advocating discussions between environmentalists and other activists on national priorities. Also included in the subseries is a statement of three broad principles titled “Social Triad” drafted by Hoppen to serve as the basis for discussion. Most of the subseries consists of organizational mailings and news clippings gathered by Hoppen as background on diverse social and political issues. The bulk of the material dates from 1969 to 1972.
Arranged according to an inventory created by Hoppen. Files are organized alphabetically by topic or type of material with miscellaneous articles and other material filed at the end.

BOX 254-294 Environmental Planning Lobby (Field O), 1898-1997
Files relating to environmental legislation, largely in New York during the 1970s. The subseries focuses in part on the work of the Environmental Planning Lobby, a nonpartisan coalition of organizations and individuals founded in Albany in 1969. It also documents Hoppen’s leading role in drafting legislation both as a board member for the Environmental Planning Lobby and personal collaboration with New York assemblymen Herbert A. Posner and G. Oliver Koppell, various environmental and citizen groups, and volunteer legislative drafting groups composed largely of lawyers in New York. The subseries contains correspondence, memoranda, proposals, reports, speeches, statements, newsletters, press releases, photographs, maps, brochures, newspaper clippings, and other printed matter, as well as legislation at various drafting stages.

Featured in the subseries are drafts of three major bills: a Conservation Bill of Rights Act, intended as an omnibus bill to support the 1969 conservation bill of rights amendment to the state’s constitution; a Consumer and Public Protection Act; and a Mass Transit Act. Additional material on these bills can be found in the Regional Lunch series. Other legislation in this subseries covers the breadth of environmental law and is filed largely by topic, including citizen environmental lawsuits, energy, environmental impact reporting, historic preservation, land-use planning, open spaces, sludge disposal, New York’s State Environmental Quality Review Act, taxes, and wetlands, among others.
Also included are files relating to the New York legislature, governor’s office, state agencies, and commissions. The subseries also contains material documenting support received by Jimmy Carter’s 1976 presidential campaign from Hoppen and New York’s environmental movement. Concluding the subseries are the files of Max Berking, lobbyist for the Environmental Planning Lobby. The Regional Lunch series contains other records from the Environmental Planning Lobby including correspondence, memoranda, minutes, newsletters, questionnaires, and voter guides.
Arranged according to an inventory created by Hoppen. The subseries begins with a general file, followed by a large alphabetical file organized by topic, type of material, or name of legislation, person, place, or government body or agency. Papers of lobbyist Max Berking and miscellaneous articles and other material are filed at the end of the subseries.
