Material relating to a lawsuit filed by Hoppen in May 1972 opposing completion of New York’s Interstate 88, also known as the Susquehanna Expressway. Filed on behalf of the Capital Region Citizens Committee and other plaintiffs, the lawsuit argued, among other points, that the project had been improperly included in the interstate highway system in 1968 and that environmental impact statements submitted by New York failed to meet the requirements of the National Environmental Policy Act of 1969. Believing that the interstate would lead to increased air pollution and congestion, the citizen group advocated instead for local improvements to existing highways and increased funding for rail and public transportation. Hoppen won a preliminary injunction in November 1973 that halted construction of a section of the highway between Oneonta and Schenectady. The court allowed construction to resume in September 1976 after the state filed additional statements. The subseries contains correspondence, memoranda, briefs, motions, orders, affidavits, exhibits, transcripts, and legal research generated during the lawsuits, and background material consisting of correspondence, memoranda, notes, reports, statements, speeches, resolutions, press releases, brochures, flyers, maps, and news clippings.
Arranged according to an inventory created by Hoppen. Court documents, environmental impact statements, correspondence, and material relating to Interstate 88 are filed at the beginning of the subseries, followed by an alphabetical file of related topics and types of material.
