Litigation files and background material relating to a lawsuit filed by Hoppen on behalf of the Bayswater Civic Association against Theodore Karagheuzoff, commissioner of buildings for New York City. The lawsuit, filed initially in 1973 in the New York court system, opposed construction of nursing homes and other residential adult-care facilities in and around the Bayswater neighborhood in Queens. Hoppen argued that these facilities had not secured the necessary certification required by zoning regulations prior to construction. The subseries contains litigation files containing correspondence, memoranda, complaints, opinions, motions, briefs, affidavits, depositions, evidence, and legal research as well as background material consisting of correspondence, memoranda, lists, reports, statements, resolutions, financial records, municipal calendars, photographs, and news clippings on related topics.
Arranged according to an inventory created by Hoppen. Litigation files are filed at the beginning of the subseries followed by an alphabetical file organized by legal case name, topic, or type of material.

Many of the folders contain articles and news clippings pertaining to the rise of both domestic and international modes of mass transit as an alternative to automobile transportation.
