Correspondence, memoranda, reports, statements, notes, motions, maps, legal research, and news clippings pertaining to a 1975 decision by the Port Authority of New York and New Jersey to raise tolls on bridges and tunnels. The subseries begins with Federal Highway Administration hearings and other material relating to a complaint in intervention filed by the Citizens for Clean Air in support of the toll increase despite opposition from other political and special interest groups. The remainder of the subseries focuses on the basis for the Citizens for Clean Air’s support including environmental and safety issues caused by the spread of highways and the increased use of automobiles. Specific topics include air pollution, highway safety, tolls, regional planning, traffic congestion, transportation funding, citizen organizations, and public commissions. Also included is a brief history of Robert Moses's pivotal role in shaping the New York highway system.
