This subseries documents speeches, interviews, remarks, panels, keynote addresses, house budget committee hearings, congressional science committee hearings, roundtables, ceremonies, groundbreakings, and budget requests, mostly between 2000 and 2004. Subjects include science at the turn of the twentieth century, research and development initiatives, climate change, biocomplexity, and the underrepresentation of women and people of color in science careers. Some speeches focus on the National Science Foundation’s fiftieth anniversary in 2000, reflecting on the establishment of the agency and its role in shaping United States science policy. In many cases this subseries duplicates or supplements materials present within the Meeting and Travel Files subseries.
Material types include speeches, talking points, calendars, agendas, and correspondence. Videos and some presentations are in digital formats.

The Correspondence subseries mostly features outgoing correspondence from Colwell and her office related to official business of the National Science Foundation. Topics include action items, approvals from the director, and responses to questions regarding agency activities, budget issues, policies, programs, and grants. Correspondents include heads of other government organizations, administrators at academic institutions, and members of the United States Congress. The subseries also comprises thank you letters, staff memoranda, service awards, recommendation letters, and various attachments. Most of the correspondence is arranged chronologically, with some invitations arranged alphabetically as either “accepted” or “declined.” In keeping with the original order of the materials, incoming and outgoing letters are often grouped together and filed according to the date of the most recent letter. There is very little incoming correspondence.
Material types include letters, memoranda, invitations, and email printouts, and attachments including reports, plans, agreements, and press releases.

The Subject Files subseries comprises materials that supplement many of the Meeting and Travel Files documenting Colwell’s daily activities as National Science Foundation director. Strategic planning within the agency is documented through Senior Management Integration Group files, assistant director retreats and meetings, and various working groups, committees, and task forces. The files on the National Science Foundation’s budget include performance plans, negotiations, and background on legislation. Agency directorates featured prominently in the subseries include Biological Sciences (BIO), Education and Human Resources (EHR), Engineering (ENG), and Mathematical and Physical Sciences (MPS). Other notable subjects documented in the subseries include the Commission on the Advancement of Women and Minorities in Science, Engineering, and Technological Development (CAWMSET), the President's Information Technology Advisory Committee (PITAC), international programs, and historical background on the National Science Foundation.
